espeak cannot change rate

As of Emacspeak revision 4333, I cannot change the speech rate in
Emacspeak when I use espeakf

Emacspeak revision 4333 added

    servers/espeak
    lisp/espeak-voices.el

Perhaps the initialize segment in servers/espeak set it permanently:

    set tts(speech_rate)  225

(I don't know tcl so I cannot figure what to do.  As of 2007 Jan 27,
we are at Emacspeak revision 4346.)
