The linux-espeak directory contains the glue library that allows the espeak tcl script to intrface with the espeak C library. There must be a libtclespeak.so file in that directory, otherwise I cannot imagine how you are getting any output from the espeak speech server at all. Thus, if the library is not there, you will have to build it by running make in that directory. the Makefile may require some tweaking depending on where you have espeak installed.
