As concerns the hash mark, I have never taken the time to figure
out what it does.
Hash marks often indicate that the "printed representation" is not
what the computer sees, like
#<buffer objects.texi>
But hash marks are used in other circumstances, too. The second
character determines which.
#' is a short-hand for using `function' which is like `quote', but is
preferred for objects which are functions. It causes the byte
compiler to compile them.
