You are correct.

Of course.  This is emacs, after all.  There is a long thread in the
archives concerning voices and making adjustments.  Search for my name.
I believe that the information ended up in the info manual as well.
Before we get into a discussion on this issue, I would suggest reading
at least the info manual section.  It is in section 7, Voice Locking.  I
think this will answer almost if not all of your questions.

In the meantime, you can simply toggle voice locking by issuing the
command:

|  control e d v  runs the command voice-lock-mode
|   which is an interactive compiled Lisp function in `voice-setup.el'.

| (voice-lock-mode &optional ARG)
