I cannot repeat the behavior you describe. Evaluating your function definition and executing M-x test says "test error". Now, it shouldn't say that either -- because the condition-case is catching the error. However, it says it because emacspeak has to apply a 'before advice to error --- an after advice wont work because error and signal do not return to the point where you can execute the after advice.
