Speech-dispatcher interface?

Does anyone know any good reason that there isn't a speech-dispatcher
interface for emacspeak?  It's possible I may have time over the next
few months to write one.  In particular, I prefer to use voxin for the
IBM TTS voice, which works well in Ubuntu with speech-dispatcher, even
on my 64-bit system.
