Looks like your missing the tcl and tclx 8.4 libraries and possibly dev files. I also find that espeak built with portaudio does not work well with emacspeak. the sound ends up 'clippy' with poor responsiveness. Re-building espeak from sources (very easy) and linking against pulseaudio has worked much more reliably with better output. I've been running espeak using pulseaudio for over 12 months now on a 64 bit system and it has worked extremely well (plus I've been able to use multiple other sound sources simultaneously with the ability to adjust individual volumes etc with no problems. Over the weekend, I upgraded to Ubuntu 11.04 and it is now working just as well. I did have major problems with the upgrade, but that was due to problems with Ubuntu support for 'fakeraid' (i.e. dmraid), which I wanted to get rid of anyway and replace with real software raid i.e. mdadm. Having done all that, everyhting is now working well.
