Compile Error Latest Trunk

Hello,

I downloaded emacspeak 36.0 and I got this error.
I downloaded the latest trunk of emacspeak and I get this same error..

install: cannot change permissions of `/usr/share/emacs/site-lisp/emacspeak/install-guide': No such file or directory

make: *** [install] Error 1

I am running emacs  24.1-1 compiled from source.  

There is a folder in /usr/share/emacs/site-lisp/emacspeak/ called user-guide but none called install-guide.

It is a mystery to me.
