more customization

Hello all:
Sorry for the numerous questions.
I've split my config file up, and my dtk-init.el looks like this:
(defun user-init-dtk ()
(dtk-toggle-split-caps 1)
(setq emacspeak-audio-indentation-method "tone")
(dtk-set-rate 300 1)
)
Then, from what I gather there's a  hook, so:
(add-hook 'dtk-startup-hook 'user-init-dtk)
but this isn't being called--what's up? I also had a setting to turn off 
voice lock, but I was getting an unbound error there.
Is this the recommended way to set this up?
