In the case of undefined keys Emacs rings the bell and you can customize its behavior through ring-bell-function. Like this:
I don't think this is something that should be customized. I would rather expect it to be core emacspeak functionality.
Probably the same problem is with typing in a read only file. I hear no message.
However emacspeak-speak-errors is off by default. If one expects more messages, they should switch it on. Am I right here?
