Speech server used by Emacspeak is an independent program that may be 
run and tested without Emacspeak. I don't know how to start the server 
used by Mac, but this is the specification to test it:

Maybe starting the application that is stored in environment variable 
DTK_PROGRAM is enough to run the server.

This may help in determining the cause of the problem.
