1. There is no "emacspeak binary".

2. make config converts etc/emacspeak.sh.def to etc/emacspeak.sh -- make
install installs emacspeak.sh to /usr/bin

3. Note that emacspeak.sh is deprecated and mostly there to get a simple
install bootstrapped.
