Loss of Sound Effects

I'm not exactly sure what happened here but I notice that emacspeak
pulled from early December 2015 to the present lose emacspeak's sound
effects. I have not experimented with any of the new sound scheme
stuff yet but the basic stuff we have had along don't work
anymore. When I fell back to a version I had from last summer, the
sounds came back.

In the meantime, I need to figure out how to pull from a specific tag
in git so I can pin this down to a more specific git commit.

In any case, is there something else I need to do to resume the use of
the emacspeak sounds?
