emacspeak for windows release 45.00

Hi All

I updated emacspeakwin distribution to the version 45.0 of Emacspeak.

Here is the changelog:
  - Default mode for auditory icons: native.
  - Espeak speech server: added possibility to play auditory icons.
  - Fixed proced problems.
  - Fixed (workarounded) rmail "Args out of range" problem.
