Installation on Mac - cl-lib error

Hello,

I'm upgrading to Emacspeak 45 on a Mac with emacs version 25.1 (installed using Homebrew as described here: https://gist.github.com/izahn/cd784303663083ee2c95 ).

When I 'make emacspeak' I get an error:

Cannot open load file: cl-lib

It's error 255 from tts.el

So I've been researching, and cl-lib is a backward-compatibility package for earlier versions of emacs. Supposedly the functionality is built in to emacs 25.1, but I don't find a directory or file in my emacs 25.1 with the name "cl-lib." 

In case it is still available, I tried 

M-x package-install

cl-lib

but got a 'not found' error.

Has anyone else had this problem? I haven't found anything on the Emacspeak list or the web.
