dtk-quiet function has regressed?

Hi.

I am not sure if this is the intended change in behavior or a regression, but when toggling dtk-quiet mode on, no speech goes through TTS, none at all.

Previously, only announcements were muted, i.e. an output from the shell, however, now no speech is heard even when exploring the buffer with arrow keys.

I am experiencing this on Mac OS.

Thoughts?
