cannot set default speech rate

Hi.  I am using emacspeak on my mac, and I am trying to set the
default speech rate while reading buffers.  I can do c-edr and it
works, but I cannot get it to be a rate on startup.  I went into
customize-group and set the default rate and the default rate for mac
to 350, but even after saving, they did not change what is spoken.
What am I doing wrong here?
