[Emacspeak] Emacspeak: Icons Servers And Players

@Rob,

Please go through the updated emacspeak-sounds -- read the info node
first, then the code.

Things to note:

1. Icons are controlled by variable emacspeak-use-auditory-icons as before.
2. User option emacspeak-play-program determines the player we use; nil
   means use the server.
3. If using a local player, pactl on linux, play from sox are the only
   players used.
4. Update any mac/swiftmac instructions or set up you have for the above;
hopefully no additional setup is needed.
