My guess would be that under your distro, the package you need is
libespeak-ng-dev/noble, which from you list, you seem to have
installed. So, next step is to verify whether
1. You are definitely getting the exact same error
2. Where the header file speak_lib.h is located on your
system. If it isn't in /usr/include/espeak-ng then you will need to
adjust the path the compiler searches in order to find it. However, just
to be certain, make sure you do a make clean and a make in the
native-espeak directory to verify it is the exact same error message.
