I have Emacspeak running on my arch Linux system. It is a long time since I installed it. Arch Linux should be very similar to other Linux distributions so far as Emacspeak is affected. I would suggest starting with the installation instructions included in the Emacspeak repository.

I cloned the Git repository to a subdirectory of $HOME, and configured Emacs to load Emacspeak from there. I believe this to be a relatively common approach nowadays.

Start by building your preferred Emacspeak speech server and testing it. Then ensure that Emacs loads Emacspeak during initialization. At that point, all should work as expected.
