I am running the macport of Emacs on my 14 inch macbook M1 Pro and I am not running into any issues with emacspeak loading slow. I am running macOS 26. I am not running emacs from the terminal though. I am able to run it from my applications list like any other app. This might be why I am not seeing the slow down you are describing.

Emacspeak takes a long time to load. Steps to reproduce
1. Load Emacs.
2. You will hear the intro jingle as well as Swiftmac's introductory message.
3. Navigating with the arrow keys actually moves the cursor but Emacspeak doesn't speak.
What works for me is to use C-x <LEFT> to go to the *Scratch* buffer and hold up arrow till Emacspeak starts speaking.
Another, better workaround is to start Emacs with the nw flag, effectively spawning it in a terminal.
Hope someone can help me diagnose the problem. Below is some of my system specs
