I don't know about RedHat packages for w3. You can check the cdrom,
or www.redhat.com.
If 'make' fails, you should figure out why before resorting to running
commands manually.
which make
and
ls -l `which make`
(note back ticks) should tell you whether the binary is there.
ls make* Make*
should tell you whether a makefile is present. If you only have
Makefile.in, you probably have to configure first with
./configure
