I have tracked down the source of the problem, which only affects certain
HTML files. The error occurs whenever Emacspeak is sent a line which, in
the HTML, includes the   character entity, which some authoring and
file conversion packages erroniously use instead of " or, even
better, the Q element in HTML 4.0, to represent a quotation mark.
When reading character by character, Emacspeak announces the   as
octal 4240, which is obviously wrong.
This also seems to explain the "out of range" error message.
