Jason--
I've used (at least played with)
dosemu under an eterm in emacspeak about 3 years ago and it
worked fine.
The only problem you run into is with dos-apps that assume
(and are hard-coded to) a screen of 24X80.
When you run emacspeak and then an eterm inside it, the
terminal you get is 23X79
and the 79 column wide screen completely screws up DOS apps
that are trying to line things up on the screen.
UNIX apps dont get confused because they first check the
terminal size.
Apart from this, you can be reasonably dos-impaired using
the screen review facilities of eterm.

While the subject of Dosemu is being discussed, I would like to raise the
following question, to what extent, if at all, can it be used from within
Eterm under Emacs, with Emacspeak providing the speech output? The
university still has a number of DOS-based CD-ROM data bases.
My understanding at present is that they will be made available over the
network using Windows NT, but I am not sure which protocol is involved. If
Linux can handle the networking, and DOSemu can run the proprietary CD-ROM
data base software, it might be possible to gain access.
