W3 updates

A recent visit to the ftp site reveals that W3 is now up to beta 31.

I hope that the later versions correct a problem which I am experiencing
with beta 25, whereby the command to move backward through the links in a
document (bound to shift-tab) occasionally skips links instead of moving
to them.
