In the case of Emacspeak coexisting with Ultrasonics the
problem does not really arise because speech can be turned
off either in individual buffers or in all of Emacspeak.

I've suggested in teh past to Brian Selden that Ultrasonics
should have a "dont talk" flag --I dont know if Ultrasonics
implements its.
