If the server allows you to get email using POP3, consider running VM, a
popular mail reader for Emacs, on your PC.  VM works very well with
Emacspeak.  The home page for VM is:

Note that VM does not run out of the box on any released version of GNU
Emacs, because it checks the Emacs version when it starts and will not run
on anything less than Emacs 20.4.  However, if this check is removed, VM
will run well in Emacs 20.3.

So to disable the version check, you will need to edit vm-startup.el in the
vm directory before you compile and install VM.  In the vm-startup.el file,
search for the string:

(vm-check-emacs-version)

Go to the beginning of the line with this string in it and insert a
semicolon.  Now you can compile and install VM and it will run well in Emacs
20.3 (I can't say anything about older releases of Emacs 20).

BTW, it does handle encoded attachments.
