No, "he does not".
And your assertion "the messages are scattered all over"
shows you're not perhaps all that well versed in
programming.
The messages are all issed by a single function --the
builtin emacs primitive called message
and if one were to internationalize Emacs, the way to do it
would be to hook function message so it first consulted a
messages resource.
At present there is no point in doing this for emacspeak
alone-- since Emacs itself is not internationalized.
Of course if internationalization is important for you, then
you should contact the FSF and volunteer your time in
internationalizing Emacs.

Hello,
is the author of Emacspeak planning to integrate support for
other languages?=20
Now it's very hard to adapt Emacspeak for other language. Its
messages are in many different files, so to find all of them
takes very long time. My idea is, that the messages could be
linked to some catalogue of messages.
