First Release -- Emacspeak ViaVoice server

This is a first release and call for additional help/contributions. 
Everyone is welcome to download the code and use it in any manner.  A
README file is included with the distribution (?) that explains things. 
The code is *very* rough (sloppy C, no makefiles, etc), so no flames :].

You are welcomed to share the code with your friends (and hopefully send me
any changes so that everyone else can gain from them), but I ask that you
do not make any general announcements of the server/site, as this server is
not ready for prime time, and most users will not be able to obtain much
use from it.
