Setup Outloud Question

When I test the installation with
tcl /usr/share/emacs/site-lisp/emacspeak/outloud
I get
ERROR: can't read "env(EMACSPEAK_DIR)": no such element in array while
executing
"set tclTTS $env(EMACSPEAK_DIR)/linux-outloud"
(file "/usr/share/emacs/site-lisp/emacspeak/outload" line 286)
I installed emacspeak 11, and IBM outloud SDK ,and RTK binary rpm via
kpackager
I tested Outloud and it read all samples and xeloq ran too.
I am followed the outloud NOTES everything went smoothly. (is there a
typo linux-outloud and couple lines down linux/outloud?)
I did a
make
in my
/usr/share/ emacs/site-lisp/emacspeak/linux-outloud
then I did a
make install
this somehow damaged NOTES and eci.ini as they got a red X next to them
in kpackage.
This is when I tried the tcl test and it failed
I think I need to edit /usr/share/emacs/site-lisp/emacspeak/outload"
line 286
but I don't know what to do.
