You need to make it executable. However, I've not gotten it to work, I
think you need the commercial OSS drivers to do it. Perhaps ALSA would
work, I don't know. I use ALSA but my card doesn't have a supported midi
synth to find out. At least with the sb16, the kernel sound drivers gave
this message:
opl3: initialization with unknown instrument 0
whatever that means.
