Your point about focus on concepts not commands is a good
one; your list of questions to answer to help a newbee
towards this is also complete --and finally you know the
answers too -so now write them down --and with the power of
the Internet go publish it.
I would highly recommend OReilly's emacs books they do a
pretty good job about introducing the user to concepts --and
once that is done the online Emacs documentation does have
full coverage.
