You need to install the _CVS_ versions of URL and W3 from
subversions.gnu.org:
cvs -d :pserver:anoncvs@xxxxxxxxxxx:/cvs login
[ just hit enter for the password ]
cvs -d :pserver:anoncvs@xxxxxxxxxxx:/cvs co url
cvs -d :pserver:anoncvs@xxxxxxxxxxx:/cvs co w3
cd url && ./configure && make
cd ../w3 && ./configure --with-url=../url/lisp && make
