emacspeak comments

emacspeak is great. i haven't seen anything like it.
but, i am no emacs expert, how do i set the speech rate once and for all? its driving me nuts that slow speech.
c-e d r sets it locally how do i set it
globally?
and btw, i'm suing emacspeak 12, cant find slack ware 13.0. and, c-e d 1-9 and 0 screw via voice up.
just wanted to let you know.

and m-x gnus won't speak.. if theirs an error or something. what should i do?
