Emacspeak-HOWTO version 1.7

I am releasing an update of my HOWTO on Emacspeak.  I am submitting
it to the Linux Documentation Project, so it should eventually appear
on their server.

I have also uploaded the plain text form to the blinux ftp site.  (If
there's any need for other forms, such as HTML, let me know.)
