The Emacs manual discusses key bindings and keymaps. It is also
possible to remap the underlying Linux keyboard arrangements. An
example of this used to be (and probably still is) available from T.V.
Raman's web site: it included a Linux keymap and some Emacs Lisp code
to provide appropriate key bindings for the Linux console. By taking this
as a starting point, you should be able to customize it to meet your
preferences.
