Run the speech server directly to find out whether it is working (as
it should be if the environment variables are set properly).

For example:
tcl /usr/share/emacs/site-lisp/emacspeak/servers/dtk-exp

Record any error messages that arise, for instance using the script
command.

This is the usual debugging strategy. Once you know whether it is the
speech server or not, it should be easier to locate the problem.
