linux-outloud make error: tcleci.cpp:44: tcl.h: No such file

While stepping through installation found in linux-outloud/NOTES,
the ``make'' step results in:
debian:/usr/share/emacs/site-lisp/emacspeak/servers/linux-outloud# make
g++ -DUNIX -fpic -c -o tcleci.o tcleci.cpp
tcleci.cpp:44: tcl.h: No such file or directory
make: *** [tcleci.o] Error 1
debian:/usr/share/emacs/site-lisp/emacspeak/servers/linux-outloud#
debian:/usr/share/emacs/site-lisp/emacspeak/servers/linux-outloud#
Does that mean I need to first unpack the TCL sources before doing
``make'' in the linux-outloud subdirectory, so it finds tcl.h?
