Very sorry. Here's what happens at this point:

    while executing
"load $tclTTS/tcleci.so"
    (file "/usr/share/emacs/site-lisp/emacspeak/servers/outloud" line 285)

definitely looks like the linker is unhappy --
without a RH 7.2 machine to  test --and given that I dont
intend getting one now that I know it is broken --this is
hard to fix.

Report it as a bug on the viavoice list --someone may well
know the naswer.
