It seems not to work even if I bind voice-lock-mode to nil outside
texinfo-format-buffer, because texinfo-format-buffer creates a new
buffer of texinfo-mode and emacspeak-texinfo-mode-hook calls
(voice-lock-mode 1)
Your suggestion that we should work on makeinfo rather than
texinfo-format-buffer may be good point.
But if some small work can help texinfmt users, it would be worth-doing
to reduce things not working with the presence of emacspeak.
