uncompiled files

I note that in Emacspeak 15, these five files (of which the last three
are new) are never compiled:

  emacspeak-load-path.el
  emacspeak-setup.el

  emacspeak-finder-inf.el
  emacspeak-rpm.el
  regexp-opt.el

Was this intentional?
