ay circumflex on w3 pages

wondering if anyone else is having this problem. 

on red hat seven, emacspeak fifteen, w3 pre fourty six using text
console.

when reading web pages, i get many repeats of ay circumflex, ay
circumflex, ay circumflex.

not sure, but this might be a high ascii char that was supposed to be
a horizontal line or something. 

anyone else getting this, or knows how to stop it??
