short a - long A and i've haven't that's

is it possible for the voice to read letters phonetically ie short a 
rather than as capitals ie long A?

i've haven't that's
can one arrange for words including an apostrophe to be read correctly?
They sound fine when the sentence is read, but only the final consonant 
is currently read.
