If I remember correctly, the Emacs character set handling
infrastructure was updated between the two versions of the software
that you mentioned (i.e., 20.4 and 20.7), and probably explains the
problem, though admittedly I am no expert here.

Applying your test under Emacs 20.7.2 I get:
"octal 366"
as the spoken output.
