I pointed that out already here, you only need:
apt-get install eflite
apt-get install emacspeak
With latest eflite, emacspeakconfig should now
even detect it, and offer you the choice to preconfigure it.
You do not need the flite or flite-dev packages, since
eflite is statically linked with flite-dev and has no runtime
dependency on festival lite files whatsoever.
