The problem is that the operating system isn't locating the software
DECTalk shared libraries, which, if the installation procedure ran
correctly, are under /usr;local/lib

There are two solutions:

1. set LD_LIBRARY_PATH to refer to /usr/local/lib, as in:
export LD_LIBRARY_PATH=/lib:/usr/lib:/usr/local/lib
(a colon-separated list of library directories)

2. Alternatively, edit /etc/ld.so.conf if your system has it, and add
   /usr/local/lib to the list of paths (one path is given per line).
