Sounds like you may need to update your ldconf configuration. The
software dectalk installer puts the shared libraries in /usr/local/lib
(I think). On many systems, ld is not configured to search this
directory for shared libraries. 

Try editing /etc/ld.so.conf and adding /usr/local/lib (or wherever the
dtk soft shared libraries are) and then run ldconf and try the say
program again.

Note that being closed source is not of any significance in
determining what shared libraries are needed etc. The error message
indicates the error occured while trying to load libtts.so - this is
the shared library it cannot find. Find the directory where this
library is and add it to ld.so.conf (don't forget to run ldconf
afterwards).

There is also a very handy utility for testing to see if a program can
find all the shared libraries it needs called ldd. If you run ldd with
the name of the binary as its argument, it will print a list of shared
libraries used and whether they have been resolved or not.
