What I meant to say was:
The Emacspeak DECTALK Express speech server configures the serial
settings, which rules those out as a source of trouble unless there is
an issue with the hardware or the underlying Linux serial driver.

Apologies for the inaccurate terminology and the ambiguous statement
in my original post.
