emacspeak and windows

Hi,

Has anyone got emacspeak working under windows.  If so what are you
using as a speech server.  I believe  it should be possible to
compilethe outloud server for windows but I'm having some trouble atm
with cygwin and tclx.

Any suggestions would be greatly apreciated.
