Here is the original w3 homepage [1] where you will find a tarball. The w3m browser is hosted at sourceforge.net.
You may want to try the Oralux CD, our talking Knoppix derivative. No installation is required: Emacspeak is started right away from the CD, with either Flite, Festival (EFM) or the DECtalk software. The website oralux.org supplies more details.
